Honolulu Rapid Transit
The Honolulu Rapid Transit Project is a multi-phase, light metro line linking the city’s communities of East Kapolei to the Daniel K Inouye Airport and central Honolulu. The project provides rapid, frequent travel across the city, providing a sustainable transit alternative to the city’s often congested traffic.
As part of a procurement reset of the project through a public-private-partnership, the Stewart Group was engaged to advise the City of Honolulu and the Honolulu Authority for Rapid Transit (HART). Our work included defining roles and responsibilities between the parties, project partnering between agencies and other parties, establishing a decision making framework and issue resolution and escalation process, and providing further support in the development of an effective governance framework for the joint procurement.
