One of Canada’s leading infrastructure and strategic advisory consulting professionals, Lecia Stewart has helped governments deliver some of Canada’s most significant transit projects, and assisted private sector businesses to secure multi-billion dollar contracts.

She has led ground-floor development and start-up of several large urban transportation systems; including a $1.2 billion expansion of Vancouver’s SkyTrain system. She was also President and Project Director for the region’s first commuter rail service, known as the West Coast Express. Both projects were completed in record time and under budget. She has significant experience working with government at all levels, public interest groups, the media and other stakeholders.

In 2005 Ms. Stewart established the Stewart Group and the firm consults widely on business, strategy and project development throughout North America.

Her recent successes include:

  • Serving as Chief Bid Strategist for the winning consortium on the $9.1 billion Eglinton Crosstown LRT project in Toronto – the single largest public-private partnership (P3) transit contract awarded in Canadian history.
  • Serving as Chief Bid Strategist for the winning consortium of a $2.1 billion contract to build the Confederation Line Stage 1 LRT in Ottawa.
  • Assisting the City of Edmonton with the governance and procurement of the $1.8 billion Valley Line LRT project, achieving a successful financial close for that city’s largest-ever P3 contract.

Ms. Stewart is a graduate of the Harvard Business School Executive MBA program for management development.


For more than 20 years, Ian Wardley has played lead roles in delivering major projects across Canada and the USA. An economist, Ian has honed his skills through a multitude of major projects where he has developed business cases, prepared for and assisted clients with procurements, assembled teams, and managed day-to-day issues for both traditional and P3 projects. His project management skills have served clients well in finance, design, engineering, government, transit and transportation.

Layne clark

Layne Clark is an experienced project manager, with demonstrated success in both the public and private sector. She provides critical insight into government process, labour relations and public consultation. With exceptional communication and interpersonal skills, she is adept at handling multiple tasks while maintaining a cooperative team environment. Layne joins the Stewart Group team having previously worked as the Director of Liaison and Coordination for the Officer of the Premier at the Government of British Columbia.

With a broad range of experience navigating the intersection of local, provincial and federal governments, Aaron Robinson is an experienced policy analyst and stakeholder engagement specialist. He is an effective project manager known for his communication and relationship building skills. With experience in housing, land use planning and transit sectors, Aaron brings a range of experience in stakeholder analysis and engagement. Before joining the Stewart Group, Aaron worked at the Metro Vancouver Regional District as an advisor on Intergovernmental and Stakeholder Relations.

Alex recently returned to Vancouver after completing her Project Management MSc in London, England. Her studies focused on global infrastructure projects with P3 models from both a management and strategic perspective. Alex’s MSc dissertation researched virtual communications implications on leadership within project management.


Hay Go

Hay recently received a MSc in Urban and Regional Planning from the University of Amsterdam, focusing on topics such as Climate Proof Development of Cities, Transforming Urban Mobility Systems and Experimental Urban Policy Design. His Master’s Thesis explored the idea of Walkability in Underground Pedestrian Systems and Elevated Pedways in Hong Kong. His unique background, having lived in Asia, North America and Europe all bring culturally diverse perspectives to his work.

Amy is an experienced strategic consultant who specializes in leadership development, talent management, diversity and inclusion, and performance management functions. Her global experience includes the organizational expansion of Starbucks into Asia Pacific and China. Most recently, Amy was engaged in senior executive roles in Human Resourcing for major energy and transportation corporations in Canada, and the United States.
