One of Canada’s leading infrastructure and strategic advisory consulting professionals, Lecia Stewart has helped governments deliver some of Canada’s most significant transit projects, and assisted private sector businesses to secure multi-billion dollar contracts.

She has led ground-floor development and start-up of several large urban transportation systems; including a $1.2 billion expansion of Vancouver’s SkyTrain system. She was also President and Project Director for the region’s first commuter rail service, known as the West Coast Express. Both projects were completed in record time and under budget. She has significant experience working with government at all levels, public interest groups, the media and other stakeholders.

In 2005 Ms. Stewart established the Stewart Group and the firm consults widely on business, strategy and project development throughout North America.

Her recent successes include:

  • Serving as Chief Bid Strategist for the winning consortium on the $9.1 billion Eglinton Crosstown LRT project in Toronto – the single largest public-private partnership (P3) transit contract awarded in Canadian history.
  • Serving as Chief Bid Strategist for the winning consortium of a $2.1 billion contract to build the Confederation Line Stage 1 LRT in Ottawa.
  • Assisting the City of Edmonton with the governance and procurement of the $1.8 billion Valley Line LRT project, achieving a successful financial close for that city’s largest-ever P3 contract.

Ms. Stewart is a graduate of the Harvard Business School Executive MBA program for management development.


For more than 20 years, Ian Wardley has played lead roles in delivering major projects across Canada and the USA. An economist, Ian has honed his skills through a multitude of major projects where he has developed business cases, prepared for and assisted clients with procurements, assembled teams, and managed day-to-day issues for both traditional and P3 projects. His project management skills have served clients well in finance, design, engineering, government, transit and transportation.

Layne clark
Director, Advisory Services

Layne Clark is an experienced project manager, with demonstrated success in both the public and private sector. She provides critical insight into government process, labour relations and public consultation. With exceptional communication and interpersonal skills, she is adept at handling multiple tasks while maintaining a cooperative team environment. Layne joins the Stewart Group team having previously worked as the Director of Liaison and Coordination for the Officer of the Premier at the Government of British Columbia.

Stephan A Mehr

Stephan brings over 30 years of experience in both the private and public transit sector with four years at Metrolinx in Toronto where he led the design and implementation team for the Union-Pearson Express project as Director. He most recently participated in TransLink’s Growth in Rail Project (GRIP) as a key subject matter expert on Skytrain related systems and operations. His rail transit implementation experience spans over 10 years with work accomplished at various stages of project development, design and implementation from the Surrey LRT under TransLink (Vancouver), the Evergreen Line Extension Operational Readiness Program, the Hamilton LRT in Ontario, rail design and implementation for the Reims Tram System in France and the Canada Line in Vancouver.


Jan is a communications specialist and strategic advisor with more than 30 years’ experience in transportation and infrastructure. Her professional experience, technical knowledge and passion for innovation, coupled with strong facilitation skills, makes her a valued member of project teams across Canada.  Jan brings direct experience relating to all stages of project lifecycle including capital plan, concept plan/project definition, business case, procurement, construction and operations. Jan is a certified management consultant.

Alex whitehouse

Alex is a designated Project Management Professional (PMP) with more than sixteen  years’ experience in project management and program review.  He specializes in developing project management offices (PMO) and providing project management advisory services for owner teams in transportation, healthcare, and energy infrastructure projects.  He brings sound, risk-based project management practices that focuses on strengthening communication, measuring and improving project outcomes, and employing strong control processes to ensure the projects meet their objectives. Alex is also a dynamic, experienced facilitator who has led courses, workshops, and focus groups in Canada, the United States and Hong Kong. He is an expert at delivering on-line and in person sessions designed to support decision-making among organizational leadership, facilitate process development, and resolve complex problems.

Alex Kolsteren
Project Manager

Alex is a Project Manager and Urban and Transportation Planner. Originally from Vancouver, Alex has recently returned to the city after a number of years in Toronto, and is excited about contributing to the development and growth of BC and its diverse communities. Alex is passionate about community building and infrastructure development. In his work, he strives to bring together stakeholders through collaboration and capacity building. Alex’s work has focused on Transit Infrastructure development, multi-modal and active transportation planning and design, Transit Oriented Development, land use planning and development, community planning, policy development, and urban design. Alex’s broad depth of experience includes work across Canada and internationally.


With a broad range of experience navigating the intersection of local, provincial and federal governments, Aaron Robinson is an experienced policy analyst and stakeholder engagement specialist. He is an effective project manager known for his communication and relationship building skills. With experience in housing, land use planning and transit sectors, Aaron brings a range of experience in stakeholder analysis and engagement. Before joining the Stewart Group, Aaron worked at the Metro Vancouver Regional District as an advisor on Intergovernmental and Stakeholder Relations.
