LECIA STEWART, President

One of Canada’s leading infrastructure and strategic advisory consulting professionals, Lecia Stewart has helped governments deliver some of Canada’s most significant transit projects, and assisted private sector businesses to secure multi-billion dollar contracts.

She has led ground-floor development and start-up of several large urban transportation systems; including a $1.2 billion expansion of Vancouver’s SkyTrain system. She was also President and Project Director for the region’s first commuter rail service, known as the West Coast Express. Both projects were completed in record time and under budget. She has significant experience working with government at all levels, public interest groups, the media and other stakeholders.

In 2005 Ms. Stewart established the Stewart Group and the firm consults widely on business, strategy and project development throughout North America.

Her recent successes include:

  • Serving as Chief Bid Strategist for the winning consortium on the $9.1 billion Eglinton Crosstown LRT project in Toronto – the single largest public-private partnership (P3) transit contract awarded in Canadian history.
  • Serving as Chief Bid Strategist for the winning consortium of a $2.1 billion contract to build the Confederation Line Stage 1 LRT in Ottawa.
  • Assisting the City of Edmonton with the governance and procurement of the $1.8 billion Valley Line LRT project, achieving a successful financial close for that city’s largest-ever P3 contract.

Ms. Stewart is a graduate of the Harvard Business School Executive MBA program for management development.

Ian Wardley
IAN WARDLEY
SENIOR CONSULTANT

For more than 20 years, Ian Wardley has played lead roles in delivering major projects across Canada and the USA. An economist, Ian has honed his skills through a multitude of major projects where he has developed business cases, prepared for and assisted clients with procurements, assembled teams, and managed day-to-day issues for both traditional and P3 projects. His project management skills have served clients well in finance, design, engineering, government, transit and transportation.

Bob Paddon
Senior Consultant

Bob Paddon is an experienced strategy consultant with more than 30-years of professional experience in strategic planning, communications, and public affairs. Bob participated in the creation of TransLink (the Greater Vancouver Transportation Authority) in 1999, leading the public engagement process on behalf of the Greater Vancouver Regional District. In his tenure at TransLink, Bob was responsible for the overall development of long-term strategy and strategic transportation plans for Metro Vancouver region, including securing sustainable funding sources for future transit expansion. During his time at TransLink, transit ridership increased by 80 per cent and service expanded by 50 per cent.

DiNA WAHBA
SENIOR CONSULTANT

Dina brings on more than 10 years of international and Canadian experience in supply chain and contract management in the construction as well as the oil and gas industry. Her strong business and legal acumen makes her an asset to the many clients she works for in the public and private sector. Dina has been involved in multi million dollar projects providing guidance and support from project initiation to closing.

Roland Nairon
PROJECT MANAGER

Roland has more than 10 years of experience as a project manager in the construction industry with a primary focus in municipal and utility sectors. Roland provides insight and leadership and has extensive experience tracking and forecasting projects to ensure project requirements are met. Dedicated to continuous process improvements, he has been involved in leading software implementation so clients and stakeholders enjoy a clear vision of projects.

Amy Grace
Senior Consultant

Amy is an experienced strategic consultant who specializes in leadership development, talent management, diversity and inclusion, and performance management functions. Her global experience includes the organizational expansion of Starbucks into Asia Pacific and China. Most recently, Amy was engaged in senior executive roles in Human Resourcing for major energy and transportation corporations in Canada, and the United States.

Alex has extensive experience in advising more than 100 public and private sector clients in program and service evaluation, project management, business planning and analysis, and facilitation and training. With an engineering and business management background, Alex delivers a full cross-section of services.

TRAVIS CROWE
Senior Analyst

Travis Crowe is an experienced strategic consulting analyst with a demonstrated history of working on large and complex public infrastructure projects. Travis has worked with some of Canada’s largest municipalities during project planning, procurement and implementation for several multi-billion dollar infrastructure projects. Notable experience has included the coordination and drafting of content for procurement documentation (RFQ, RFP, Project Agreement), project business cases and senior government funding applications.
