Lecia Stewart

President of The Stewart Group

One of Canada’s leading infrastructure and strategic advisory consulting professionals, Lecia Stewart has helped governments deliver Canada’s most significant transit projects, and assisted private sector businesses to secure multi-billion dollar contracts.

She has led ground-floor development and start-up of several large urban transportation systems; including a $1.2 billion expansion of Vancouver’s SkyTrain system. She was also President and Project Director for the region’s first commuter rail service, known as the West Coast Express. Both projects were completed in record time and under budget. Ms. Stewart has significant experience working with government at all levels, public interest groups, the media and other stakeholders. 

In 2005 Ms. Stewart established the Stewart Group and the firm consults widely on business, strategy and project development throughout North America.

Ms. Stewart is a graduate of the Harvard Business School Executive MBA program for management development.

    • Serving as Chief Bid Strategist for the winning consortium on the $9.1 billion Eglinton Crosstown LRT project in Toronto – the single largest public-private partnership (P3) transit contract awarded in Canadian history.

    • Serving as Chief Bid Strategist for the winning consortium of a $2.1 billion contract to build the Confederation Line Stage 1 LRT in Ottawa.

    • Assisting the City of Edmonton with the governance and procurement of the $1.8 billion Valley Line LRT project, achieving a successful financial close for that city’s largest-ever P3 contract.

  • Senior Consultant

    For more than 20 years, Ian Wardley has played lead roles in delivering major projects across Canada and the USA. An economist, Ian has honed his skills through a multitude of major projects where he has developed business cases, prepared for and assisted clients with procurements, assembled teams, and managed day-to-day issues for both traditional and P3 projects. His project management skills have served clients well in finance, design, engineering, government, transit and transportation.

  • Project Manager

    Roland Nairon is a seasoned project manager focused on capital infrastructure projects for government and public sector clients. He is experienced in transit, transportation, and utility infrastructure with 15+ years in project management, assisting both public and private sector clients in undertaking complex assignments. His assignments have been predominantly in the transportation and utility sectors, where he has led internal and external project teams on multiple levels to meet the desired project objectives and deliverables.

    Alex is a project manager and urban and transportation planner. Alex is passionate about community building and infrastructure development, and contributing to the sustainable development and wellbeing of our diverse communities. In his work, he strives to bring stakeholders together through collaboration and capacity building.

    With over a decade of experience across Canada and internationally, Alex’s work has focused on transit infrastructure planning, procurement, and development, multi-modal and active transportation planning and design, Transit Oriented Development, land use planning and development, community planning, master planning, policy development, and urban design. Alex is a Registered Professional Planner and member of the Planning Institute of British Columbia..

  • Operations Manager

    Alyssa brings extensive experience in project coordination and administrative management on numerous infrastructure projects. Her strong work ethic and attention to detail provides pivotal support on our projects, working closely with project managers, clients, sub-consultants and other stakeholders.

  • Senior Consultant

    Ron is an urban transportation specialist, with over forty years of experience in the industry. Working for both the public and private sector, he has helped deliver some of the world’s most successful transit projects. Notably, the Canada Line and the Millennium Line (Vancouver), Neihu Line (Taipei) and Putra Jaya Line (Malaysia).Most recently serving as the Project Director of the technical advisory team on the Ontario Line, Ron understands the interdisciplinary approach needed to deliver big infrastructure projects and is uniquely qualified to navigate the complex challenges these projects face.

  • Senior Consultant

    Jan is a communications specialist and strategic advisor with more than 30 years’ experience in transportation and infrastructure. Her professional experience, technical knowledge and passion for innovation, coupled with strong facilitation skills, makes her a valued member of project teams across Canada. Jan brings direct experience relating to all stages of project lifecycle including capital plan, concept plan/project definition, business case, procurement, construction and operations. Jan is a certified management consultant.

  • Senior Consultant

    Alex is a designated Project Management Professional (PMP) with more than 16 years’ experience in project management and program review. He specializes in developing project management offices (PMO) and providing project management advisory services for owner teams in transportation, healthcare, and energy infrastructure projects. He brings sound, risk-based project management practices that focuses on strengthening communication, measuring and improving project outcomes, and employing strong control processes to ensure projects meet their objectives. Alex is also a dynamic, experienced facilitator who has led courses, workshops, and focus groups in Canada, the United States and Hong Kong. He is an expert at delivering on-line and in person sessions designed to support decision-making among organizational leadership, facilitate process development, and resolve complex problems.

  • Client Relationship Manager

    Jonathan Gerow is an strong project manager with experience in transit infrastructure, sports, and tech industries. This work includes supporting the successful bid for the Eglinton Crosstown Project and working for the Vancouver Canucks. With a Bachelor of Commerce from Toronto Metropolitan University (formerly Ryerson University), Jonathan uses his business education to adapt to any challenge. Jonathan has excellent communication and presentation skills and will be a valued addition to any project.
